DC Solutions find that many healthcare providers learn something useful from the people being trained. Suggestions on how to improve processes and procedures often arise - but only because the trainees feel that it's a 'safe' environment for them to make the suggestion. They're not worried they might be saying the wrong thing, so they feel able to share ideas for improvement.
Staff who aren't following procedures can be identified by their colleagues during training, too - no-one likes to be thought of as an 'informer' or 'grass', so they're unlikely to say anything during normal working. But in the context of the training room, they feel it's safe to say something - because the training makes it clear how important infection control is.
